And my teacher has been mumbling on for like 10 minutes about Deficit Spending...

It's not a hard concept... Spending more then you make.

I didn't realize that takes 10 minutes worth of explaining. He mumbles on like this all the time though, so you'd think I would expect this.

Well, you could easily talk for hours and hours about deficit spending and how interesting it is if you have a deep knowledge of it (it is actually pretty complex deep-down), but that's probably not what your history teacher is capable of, especially if they can't actually explain it in an interesting way.
